Mike Penman, MBE
Director

Mike Penman has 40 years experience in managing toxicology, regulatory affairs and information technology within major companies (ICI and ExxonMobil), associated trade associations and, since 2007, Penman Consulting.

With an experimental background, initially working on alternatives to long term cancer testing at the ICI Central Toxicology Laboratory in the UK, he moved to provide toxicological and regulatory information services to the whole ICI Group, and then to specific businesses on Teesside, UK. During this time he was awarded a UK civil honour for “Services to Environmental Safety”.

For nearly 10 years Mike worked for ExxonMobil in the US and Belgium as Senior Toxicology Advisor for Europe, and later as the Technical REACH / GHS Implementation Manager. During this time he worked on the ECETOC TRA exposure model, IUCLID and chaired the REACH Implementation Project responsible for the initial EU guidance on Information Requirements.

In May 2007 he founded Penman Consulting bvba, providing managed service solutions to industry and Consortia on chemical regulation, toxicology and environmental sciences. These services include Technical (toxicology, environment and exposure issues) Product Stewardship, and Regulatory activities.

The team at Penman Consulting has grown and provided pivotal roles in major consortia and SIEFs, steering these through the entire registration process – legal, technical and financial – for hundreds of successful 2010 and 2013 REACH registrations. It has also developed successful strategies and approaches to deal with the subsequent challenges of evaluation and testing complex categories of substances and UVCBs with minimal animal use.

The major consortia Penman Consulting have managed are the Lower Olefins and Aromatic Consortium(LOA), the Higher Olefins and Polyalpha Olefins Reach Consortium (HOPA) and, since 2011, the Hydrocarbon Resins & Rosin Resins REACH Consortium (H4R).

Mike has also overseen a many other REACH and regulatory activities for clients from both regulatory and industry backgrounds.

In managing these activities, Mike has continued his interest in developing expert systems to provide cost effective solutions for the challenges met by businesses and consortia. The latest of these is Active Steward™ which provides proactive product stewardship tools for companies.

Tilly Borsboom-Patel joined Penman Consulting in January 2022 as Project Officer for HOPA and LOA.

Tilly studied Chemistry at the Van ‘t Hoff Instituut – Hogere Technische School in Rotterdam (1980-1986) in the evening whilst working in Rijswijk during the day.

She began her career in 1980 with Shell in Production Services measuring the properties of core samples from around the world. After obtaining her Chemistry degree, she started a role developing new additives for automotive lubricants in the Shell lab in Amsterdam. This work took her to the United Kingdom in 1990 and following several different roles she became a Product Steward in 2013 with Shell Chemicals looking after the REACH registrations for the Higher Olefins and related products. In this role, she was a member of the HOPA consortium representing Shell and was Chair of the Technical Committee and the last 4 to 3 years also chair of the Executive Committee. She was also a member of the Technical Regulatory Affairs in CESIO (Surfactants) and lead a CEFIC -CESIO pilot project on Polymers Requiring Registration which included several interactions with ECHA. After 41 years in the industry she is happy to join the Penman Consulting family.

In her free time she looks after her family and dog, is a Guide leader, sings alto in the local choral society and is an active member of the local Panto Group.

Ed Cemeli is a toxicologist with nearly 25 years’ experience. Ed has worked at Penman Consulting since early 2024. His current line of work involves REACh and agrochemicals.

Before Penman Consulting, Ed was a consultant for nearly 10 years working mainly at Intertek. He was specialized in the Fast Moving Consumer Goods industry and is experienced in regulatory frameworks such as CLP, cosmetics, detergents and, to a minor extent, biocides. He is a proficient risk assessor. Amongst his most well-known clients there are Unilever, Procter & Gamble and VAX.

Ed was an experimental toxicologist prior to his career as consultant. He spent 10 years in research gaining a PhD in Toxicology (obtained in UK) as well as publishing around 25 research investigations. Ed also has a BSc in Biochemistry (obtained in Spain) and is fluent in Spanish, Italian and English.

Susan joined Penman Consulting in 2021 as a Senior Toxicologist with 37 years industry experience working in the pharmaceutical, agrochemical and chemical safety sector at Sequani Limited, a non-clinical contract research organization.

She began her career as a Technician within Reproductive Toxicology, studying for an HNC in Applied Biological Sciences. Susan gained experience in both in-life and necropsy, with several years spent as a Senior Technician undertaking all types of foetal pathology examinations on developmental and reproductive toxicology (DART) studies.

Susan also worked as a Study Director for five years, conducting regulatory and GLP-compliant toxicology studies on pharmaceuticals, agrochemicals and chemicals, across multiple toxicology disciplines (DART, juvenile toxicology and general toxicology).

During her last 11 years with Sequani Susan worked as a Study Scientist, responsible for the preparation and review of toxicology study reports.

Alex holds a BSc in Applied Zoology from the University of Plymouth and an MSc in Neuroscience from the University of Sussex. Additionally, he recently finished a PhD researching the effects of organophosphates on neuronal function and psychiatric health, at the Open University’s laboratories in Milton Keynes.

His interests range from human health to environmental issues, and is particularly keen to help reduce and replace the use of animals in research. His own work has focused on invertebrate neuroscience, plant protection products, and human health topics. Previous experience includes supporting the UK’s initial COVID-19 response with the UK Biocentre, and investigating potential routes of bovine tuberculosis transmission to cattle with the Zoological Society of London.

Joanna has a MSc in Chemical Technology and worked for over 20 years in the analytical chemistry section as a Senior Scientist/ Study Director undertaking method development, optimisation, transfer, validation, and stability studies to support dosing formulations in related in-vitro and in-vivo toxicology studies. She also acted as the Principal Investigator for formulation analysis phases from multi-site studies. In the latter year at Sequani, she joined the Business Development team as a Programme Manager where she was responsible for several large key clients, her main responsibilities including preparation of formal proposals whilst ensuring that specific regulatory requirements are met; monitoring, management, and timely delivery of all programme elements (internal and at third party facilities), assisting with programme specific contracts and maintaining Sequani’s scheduling tool.

Mr. Doshi has a Masters in Environmental Management (MEM) degree from Duke University (USA) and has over 10 years of experience in the areas of human health and environmental risk assessment.

Since 2008, Mr. Doshi has assisted consortia of multinational companies based in Europe and the United States in complying with the requirements of the European Union’s REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) legislation. He has extensive hands on experience developing robust summary dossiers and endpoint summary records in the International Uniform Chemical Information Database (IUCLID) and is proficient in the use of data management tools such as REACHSuite.

Mr. Doshi is adept in the determination of DNELS (Derived No-Effect Levels) and has experience working with international hazard based classification systems such as GHS, CLP, and DSD.

Prior to joining Penman Consulting, Mr. Doshi worked in Washington DC for a reputed international consulting firm where his experience includes providing technical assistance and scientific know-how to the U.S. Environmental Protection Agency’s (EPA) Office of Pesticides Programs’ (OPPTS) Antimicrobials Division (AD) for antimicrobial pesticides in the U.S market.

Jamie Dunn graduated from the University of Manchester with a BSc (Hons) in Pharmacology and has been a member of the company since November 2014. He was then subsequently awarded an MSc in Toxicology from the University of Birmingham in 2019, after 2 years of part-time study and weekly travel between Oxfordshire and Birmingham, and with the professional and financial support of Penman Consulting. He is now currently training in the area of developmental and reproductive toxicology (DART).

In his role as a toxicologist, Jamie is responsible for maintaining the regulatory data for several substances within the Lower Olefins and Aromatics (LOA) and Higher Olefins and Polyalphaolefins (HOPA) REACH consortia, such as butene isomers, methylbutenes, butene oligomers and polyalphaolefin UVCBs. He is also responsible for updating testing strategies, testing proposals and read-across argumentation relevant to these substances.

Additionally, Jamie is proficient in using ECHA’s IUCLID software for the reporting and submission of scientific data to regulatory authorities, and in this capacity has also worked with DEFRA as they began to develop the UK’s equivalent to REACH.

Jamie is active in the British Toxicological Society (BTS), in which he is currently vice-chair of the Network for Early-Stage Toxicologists (NEST) sub-group. He heads up the engagement team, which currently produce podcasts and other materials for toxicologists and students early in their career.

Claire has worked as a regulatory toxicologist since early 2009 and has an MSc in Applied Toxicology from the University of Surrey.  She is experienced in study monitoring a range of regulatory toxicology studies from acute toxicology to DART and carcinogenicity studies as well as the supporting analytical validations.  Claire currently works as a technical lead on client projects providing technical advice and position statements.

She has over 20 years’ experience working in the agrochemical industry in a number of different roles associated with the safety of agrochemicals and formulations with a particular interest in in vitro methodologies in the acute arena. Claire also has a degree in Environmental Sciences and has worked as a soil and plant metabolism chemist using radiolabelled techniques and as a residue analyst.

Lorraine has over 35 years industry experience and knowledge of working in the pharmaceutical, agrochemical and chemical safety sector at Sequani Ltd – a pre-clinical CRO.

Her career started as an in-vivo technician supporting both non and regulatory acute, general, pharmacology and reproductive toxicology studies before ending some 20+ years later as the deputy section manager for the in-vivo facilities at Sequani and having attained the Membership status of the Institute of Animal Technicians.

Following this, she remained at Sequani and moved into Business Development where she was an Assistant Programme Manager for several key customers that spanned the Pharmaceutical, Agrochemical and Chemical industry (covering multi-disciplines – DART, EOGRT, Juvenile, short- and long-term toxicity studies) along with being a key proposal writer.

Montse joined Penman Consulting in May 2022 and is part of the Regulatory Affairs team. Her role involves helping with REACH registration of substances and providing guidance on regulatory rules.

She started her career as a Science Associate at Concawe, where she worked in the Substance Identity Management Group. She was actively engaged in the Gas Oil Analytical Program, contributing to a new approach for supporting read-across.

Montse holds a Ph.D. in Organic Chemistry from University of Bologna and has more than 10 years of experience in synthesis of molecules and the implementation of cutting-edge synthetic methodologies.

Larry studied biochemistry at Trinity College in Dublin (1996-2001) followed by a PhD at the University of Dundee (2001-2005) studying the role of Nrf2 in adaption to oxidative stress under the tutelage Professor John Hayes and Dr. Cliff Elcombe. After his PhD, he continued his work on Nrf2 and oxidative stress in professor Hayes lab as a post-doctoral research assistant (2005-2008) before switching to study the role of PPARβ/δ in the initiation and promotion of breast cancer with Professor Colin Palmer (2008-20011). To formalise his training, he studied toxicology at the University of Birmingham 2016-17.

Larry has over 14-year’s experience in toxicology and in particular mechanisms of action and human relevance. He started his career as a bench scientist where he then very quickly progressed into Senior Principal Scientist combined with business development and customer facing roles working with CRO’s such as CXR Biosciences (CXR) and Concept Life Sciences (CLS). He has experience in mechanistic study design and interpretation, study management, GLP and non-GLP study directing and providing leadership and support to the technical teams. He has published regularly throughout his scientific career and he has served on scientific advisory boards of CXR and CLS and provided strategy to meet the CRO demands for mechanistic screens for endocrine disruption, most recently on thyroid hormone endpoints. He maintains membership of the Royal Society of Biology, The Society of Toxicology, and is an EU registered toxicologist. He has delivered workshops on mechanistic toxicology at the European Chemicals Agency and Lectures in Toxicology at the University of Birmingham.

Maitreyi holds a Master’s degree in Toxicology from the Karolinska Institute in Sweden and a Bachelor’s degree in Pharmacy from University of Mumbai, India. She joined Penman Consulting in June 2022, bringing valuable experience from her academic work at the Institute of Environmental Medicine at Karolinska Institute, where she worked with data from the Swedish Poisons Information Centre and the Swedish Chemicals Agency.

After completing his PhD and a short post-doc position in toxicology and biological health sciences, he has worked for 13 years in several positions for ExxonMobil Biomedical Sciences (EMBSI, under ExxonMobil Research & Engineering), and worked for 6 years at the European Refiners Association – first as the Science Executive for Health and subsequently as the Director for REACH.

Scientifically, Hans continues to be involved in international research with a special interest in the development and practical application of realistic alternatives to animal testing. He is an active member of several professional societies.

Originally starting in sales he went on to lead his own sales, formulation and manufacturing SME group for industrial speciality chemicals which also included recycling and hazardous waste companies. After selling these businesses Tim moved into chemical distribution as General and Sales Manager for a business unit within Brenntag UK.

Having experienced working in a corporate environment Tim expanded his managerial range and moved into the financial services industry, as Group Managing Director for a multi-site disaster restoration company servicing the insurance industry.

Tim has extensive experience leading SME teams in the management of Sales, Admin, Operations, HR, Procurement, Quality, IT and Finance functions pursuing a ‘client-focused’ approach.

Varvara joined Penman in 2020 to support the Hydrocarbon Resins, Rosin Resins and Pine Chemical Materials (H4R) REACH Consortium with its compliance activities. She has several years of experience in the water industry initially as a researcher on water toxicity monitoring projects and later gained several years of experience in acquiring and managing projects within the eco-toxicology sector. She has also worked on innovative projects using image processing analysis to address water industry challenges.

Varvara holds a PhD in Environmental Monitoring and Toxicology from the University of Cranfield in the UK, an MSc in Food Biotechnology and a BSc in Chemistry from the University of Patras in Greece.

In her previous role in a global CRO, she owned and managed lead and joint EU REACh registrations and provided business-critical advice to multiple global corporations on EU chemical compliance over a 3-year period. She has also contributed to preparation of plant protection product dossiers as well as environmental risk assessment of pharmaceuticals.

She joined Penman Consulting in September 2020 as a Regulatory Scientist and is a member of the Product Stewardship and Regulatory Affairs (PRSA) team.  Martyna’s responsibilities include overseeing Penman Consulting’s Only Representative services and consulting on REACH and Product Stewardship and Regulatory Affairs queries. Theo graduated from the Université de Bretagne Occidentale with a Licence’s Degree (BSc equivalent) in 2010, and a Master’s Degree in Health and Biology with specialisation in Toxicological Risk Assessment for the Consumer in 2012. Since then, he has held various safety science roles.

At British American Tobacco, he supported product stewardship and risk assessment for 2 years (2017-2019). This involved identification of relevant in vitro models and monitoring safety studies conducted at external laboratories.

Theo has also acted as a Good Laboratory Practice (GLP) Study director at CiToxLAB and Concept Life Science, for 1 (2013-2014) and 4 years (2019-2023), respectively.

At Concept Life Sciences, Theo was a senior scientist supporting clients with their Endocrine Disruption assessment strategies. He was instrumental in the development, validation, and introduction to market of a suite of in vitro assays for thyroid disruption.

Theo is an EU registered toxicologist and a member of the Royal Society of Biology (MRSB), the British Toxicology Society and the European Society for Toxicology In Vitro. He has a keen interest in the application of New Approach Methodologies (NAMs) to safety assessment.

Alberto joined Penman Consulting in 2022 as a Senior Environmental Scientist, to further strengthen the Environmental Team. He has a degree in Environmental Sciences and more than 15 years of experience in chemical risk assessment and REACH compliance.

Alberto spent almost 12 years working at the European Chemicals Agency dealing with a wide variety of tasks, and was part of the group that started up all the processes in ECHA at the beginning of the Agency. Apart from process development and project management, he was one of the main experts in the application and assessment of QSARs and NAMs, as well as in the application of Business Intelligence tools to support a variety of processes managed by ECHA.

In 2019 he joined Concawe as a Science Associate, where he led the Special Task Force on Environmental Hazard, supporting the EU petroleum refining companies in complying with the environmental requirements of the REACH regulation, representing their views in front of regulatory authorities and ensuring that all scientific projects related to hazard assessment came to good term.

In his free time he enjoys cooking, reading and reading cookbooks.

Mike studied Industrial Chemistry at the University of Limerick (1990-1994) followed by a PhD in Biotechnology at Dublin City University (1994-1999). Thereafter, he spent 18 years at the University of Dundee in the laboratories of first Professor John Hayes and later Professor Roland Wolf. During this period, he published over 30 peer-reviewed papers revealing how organisms respond to chemical stress at the molecular, cellular, and system levels. Many of these papers are considered seminal and have been cited collectively over 8000 times.

After leaving academia in 2017, Mike joined Concept Life Sciences (CLS) as a Principal Scientist. By the time of his departure, he had risen to the position of Head of Science (Toxicology) in which capacity he was responsible for RnD strategy and delivery; and mentorship of the operational teams. Mike was also responsible for the design, delivery, and interpretation of bespoke client studies, for which purpose he frequently acted as GLP Study Director.

During his career, Mike has developed particular expertise in the fields of Mechanistic Toxicology (Human Relevance) and Endocrine Disruption. In addition to numerous peer-reviewed publications, Mike has been an invited speaker at various Toxicology forums, including EUROTOX and BelTox. He is a review editor for the journal “Frontiers in Toxicology”.

He graduated from the University of Portsmouth with a First-Class Honours degree in Biomedical Science.
James’ main responsibilities include management of the regulatory services offered by Penman Consulting, regulatory team management and oversight of Only Representative services. In addition, James is the focal point for consulting on REACH and Regulatory Affairs queries for both EU and UK REACH, and aims to support clients with gaining access to these markets. In this capacity, James has also provided support to DEFRA on development and feedback of the “Comply with UK REACH tool” during multiple focus group sessions.

Marsh began his career in Health, Safety and Environmental management in the nuclear industry. He holds the NEBOSH National Certificate in Occupational Health and Safety, and NVQ 3 Advice and Guidance.

Later he became a CEDR-accredited mediator as part of an award-winning team, focussing on SHE and ITIP (Information Technology Intellectual Property) mediation for, among others, the U.K domain name registry Nominet and the County Courts.

Lewis graduated from the University of Gloucestershire with a First-Class Honours degree in Sport & Exercise Sciences, specialising in Sport Psychology. Before joining Penman Consulting, he began his career in data management and analytics in the financial and sports betting industries.

Lewis joined Penman Consulting in April 2022 as part of the Regulatory Affairs team focusing on the development of the in-house software ASTrack. More recently, he has moved into the Consortia team where he now acts as Project Officer. Senior Toxicologist Consultant

Lawrence (Larry) Segal has over 30 years professional experience in regulatory toxicology in the chemical and pharmaceutical Industries and in a Regulatory Agency (Health Canada). He is a Eurotox Registered Toxicologist (ERT) and obtained a PhD in toxicology from the University of Saskatchewan (Canada) and MSc and BSc (Hons) in Biology from Carleton University (Canada).

Prior to joining Penman Consulting, Larry was Director of Nonclinical Toxicology & Pharmacology at GSK Vaccines, where he was responsible for the preparation and review of the non-clinical toxicology sections of all regulatory submissions, interactions with regulatory agencies worldwide, planning and review of GLP toxicity studies, and participation in internal safety monitoring boards and project teams. He was also involved in leading and participating in technical projects at EU and US industry associations.

Before joining GSK he worked for GE Advanced Materials and Huntsman Europe in senior regulatory toxicology and product safety roles that provided him with experience in chemical health hazard and risk assessment, industry association activities related to toxicology and product safety, occupational toxicology, hazard communication and hazard classification. Prior to moving to Belgium in 2000 he worked for Health Canada as a toxicologist involved in chemical, pesticide and hazardous waste management programmes.

Larry has been an active member of the WEEL (OARS/TERA) occupational exposure committee since 1994. He is a member of the Society of Toxicology and Beltox.

Prior to joining Penman Consulting, Nathan spent 10 years in customer service and administration before graduating from the University of Exeter with an honours degree in Law, in July 2017.

Nathan joined Penman Consulting in August 2017 as Project Officer for the Lower Olefins and Aromatics (LOA) REACH Consortium and the Higher Olefins and Poly Alpha Olefins (HOPA) REACH Consortium.

Following a successful period in consortia, Nathan moved to the role of Legal and Regulatory Advisor where he assists the wider Penman team with legal and contractual issues. Nathan is also responsible for the Penman Consulting Letter of Access service for which he has been instrumental in the development and running of the Letter of Access webshops on behalf of the Penman Consulting consortia clients as well as individual clients.
