Active Steward™ simplifies compliance by centralising REACH legislation and other key regulatory information and files within an organised, searchable repository.

Regulatory texts, guidance, interpretations, and supporting documents are easy to access and link to relevant products, constituents, or activities, helping teams stay aligned with evolving regulatory requirements.

Active Steward™ streamlines secure engagement with internal and external stakeholders through configurable web portals. These portals support surveys, controlled document sharing, project or campaign updates, and system-wide commenting, enabling efficient collaboration while maintaining appropriate access controls.

Commenting across Active Steward™ provides a clear, auditable record of discussion, decisions, and feedback directly alongside data and documents, making it easier for internal teams to communicate, track changes, and support review and audit processes. This approach ensures transparent communication, reduces reliance on email-driven workflows, and keeps all parties informed and aligned.

Document management is a core feature of Active Steward™, enabling fast and efficient retrieval of critical information when needed.

Each document is assigned a specific type, such as reports, publications, contracts, or IUCLID files, which determines the metadata and attributes associated with it. Upon upload, the system indexes the first 50,000 characters of the document content, making it easily searchable and accessible.

Active Steward’s supply chain tools make it easy to track substance volumes and tonnage across your entire supply chain, both upstream and downstream.

Data can be entered manually, uploaded in bulk via spreadsheets, or collected through surveys. All information is securely stored and linked to the appropriate regulation.

Our system also provides accurate tracking and automated alerts when you're approaching the upper limit of a tonnage band, helping you stay compliant and proactive.

Active Steward™ supports efficient IUCLID management through dedicated hosting and seamless integration, enabling users to view, compare, comment on, and annotate IUCLID datasets whether hosted within the platform or linked directly from a server. Built-in version control, file comparison, and controlled change management streamline updates, data gap assessments, and quality checks while reducing risk and improving data integrity.

Collaboration is supported through structured review workflows and Campaigns, allowing internal teams and external partners to jointly review and refine dossiers in a transparent, auditable way. Storing and comparing IUCLID dossiers within Active Steward™ maintains a clear, organised record of submissions and their regulatory history.

Active Steward™ underpins Penman Consulting’s IUCLID Managed Services, providing a secure, structured environment for the preparation, maintenance, and ongoing management of IUCLID datasets and dossiers.

Through controlled workflows, version control, and collaborative review tools, regulatory data can be efficiently updated, quality-checked, and submission-ready while maintaining full traceability.

Active Steward™ includes Annex VI of the EU CLP regulation. When a new Constituent is added to the database, any matching Annex VI classification is automatically applied to its record. Annex VI updates are regularly incorporated to ensure accuracy.

In addition to official classifications, self-classifications can be added using EU or other templates, depending on the country where GHS is implemented. You can also enter UN classifications for dangerous goods, making Active Steward a comprehensive tool for managing substance classification.

Campaigns in Active StewardTM are secure, customisable web portals designed to simplify communication and information sharing with clients.

They’re commonly used to:

• Support clients with IUCLID viewing and commenting

Access is controlled, so only the right people can see specific information.

Inventory & Lists integrates national chemical inventories and regulatory lists to automate product and constituent compliance checks. It comes preloaded with key inventories and lists, such as occupational exposure limits and regulatory action notices, and allows users to add custom or customer-specific lists.

When products or constituents are entered, they are automatically checked against all relevant lists, with results clearly shown at both constituent and multi-constituent product levels, enabling quick identification of where regulatory or commercial action may be required.

Study Monitoring & Management provides a comprehensive solution for planning, managing, and tracking studies on products or constituents. It brings together project planning, scheduling, cost management, invoicing, and document control in a single, consistent framework, with studies linked to related records such as products, constituents, and entities.

The module supports collaboration through cost-sharing, cosponsorship tracking, and controlled information sharing, ensuring clear oversight, accountability, and efficient study execution across the organisation.

Active Steward™ optimises transparency and efficiency for joint regulatory programmes and large consortia by automating data sharing, cost allocation, and invoice management. Built-in algorithms support complex cost-sharing arrangements, providing clear and consistent calculation of contributions across all participants.
